I noticed that this was missing as well. I have yet to find it, although I haven't been looking too hard for it.
Bring up friends 1st tab is party, 2nd tab friends, 3rd tab is messages, %26 4th tab is recent players.

Ya, I guess they figured people don't use it enough to have an actual menu button, but its still in the tabs next to the messages.
